1. Examine how emergency response activities are organized, funded, and coordinated. Review the impact of natural disasters on county finances. Identify any deficiencies in authority for the most populous counties related to infrastructure planning, emergency response, and recovery. Explore ways to improve efficiencies and manage costs while protecting public safety. Additionally, study the relationship between the state, counties, non-governmental organizations, and churches in preparing for and responding to Hurricane Harvey and its aftermath, and determine if preparedness plans are adequate.
2. Evaluate whether counties have the necessary ordinance-making and enforcement authority to deal with flood risk in unincorporated rural and suburban areas of Texas. Additionally, examine whether counties have adequate resources and authority to ensure that new development in unincorporated areas is not susceptible to flooding.
3. Study how counties identify defendants' and inmates' behavioral health needs and deferral opportunities to appropriate rehabilitative and transition services. Consider models for ensuring defendants and inmates with mental illness receive appropriate services upon release from the criminal justice system.
4. Review the population limitations found in Local Government Code Section 154.041 and Local Government Code Section 113.047. Determine if counties with a population below 190,000 could benefit from the population limitations being removed.
5. Monitor the agencies and programs under the Committee’s jurisdiction and oversee the implementation of relevant legislation passed by the 85th Legislature.

1. Examine population growth in Texas counties and the impact the growth has had on housing, available land resources, businesses in Texas, as well as the impact of growth on the state's economy. Evaluate Texas's preparedness to respond to future growth and ensure economic stability.
2. Continue oversight of the Texas Commission on Jail Standards and issues jails currently face, including the mental health of those in jail, and make recommendations for refinement or improvement of processes and programs.
3. Monitor the health advisory panel stemming from HB 3793 (83R).
4. Determine which counties have implemented a cite-and-summons policy, whether the policy has been effective in lessening overcrowding in county jails, and whether those cited by peace officers comply with the policy.
5. Study the implementation of SB 462 (83R). Examine which counties currently have veterans courts, as well as veterans courts in other states, and determine how those programs are working and whether these courts provide additional services or resources for veterans. Make appropriate recommendations. (Joint charge with the House Committee on Defense and Veterans' Affairs)
6. Conduct legislative oversight and monitoring of the agencies and programs under the committee’s jurisdiction and the implementation of relevant legislation passed by the 83rd Legislature. In conducting this oversight, the committee should: a. consider any reforms to state agencies to make them more responsive to Texas taxpayers and citizens; b. identify issues regarding the agency or its governance that may be appropriate to investigate, improve, remedy, or eliminate; c. determine whether an agency is operating in a transparent and efficient manner; and d. identify opportunities to streamline programs and services while maintaining the mission of the agency and its programs.

Study and make recommendations regarding the regulatory authority of counties in relation to development in unincorporated areas, including public safety and public health regulations, and the authority of counties to prevent new colonias development without sufficient water, wastewater, and other infrastructure.
2. Study and make recommendations relating to the use of funds collected from red light camera citations.
3. Study and make recommendations regarding the relationship between cities and special utility districts, including the formation of special utility districts in the extraterritorial jurisdiction of cities, and the ability of those districts to meet the future service needs of residents; the number of special utility districts currently existing and their effect on the overall property tax burden; as well as the significant growth/creation of special utility districts and their effect on the provision of services to residents.
4. Study and make recommendations relating to counties' ability to apply for and receive state and federal grants. Focus on assessing the impact and use of grant funds, on streamlining the process, and upon the impact and options available for counties without incorporated cities and towns.
5. Examine and make recommendations relating to the appropriateness and advisability of adopting the "Texas Uniform Planned Community Act," as published by the State Bar of Texas Subcommittee on Property Owners Associations, as the enabling statute to establish a comprehensive and uniform framework for the creation and operation of residential planned communities
6. Study the implementation and impact of legislation passed by the 79th Legislature to increase the economic impact of the Texas Wine Industry on the state's economy and make recommendations, as appropriate.
7. Study the status of floodplain mapping in Texas communities and the scope of local governments' floodplain development management authority and make recommendations, as necessary, to enable communities to provide accurate floodplain data and management plans that will facilitate more favorable insurance rates and better protect the lives and property of Texas residents in the event of a natural disaster.
8. Study the home ownership rate for low-income Texans. Make recommendations for increasing home ownership. Analyze options for enhancing Low Income Housing Tax Credits and include costs and benefits to the state.

Review the regulation of utilities by the Texas Department of Transportation relating to utility access along the edge of the road right-of-way and placement of utility facilities along public road rights-of-way. Recommend strategies for the Public Utility Commission and the Department of Transportation to deliver assets of value to the state.
2. Study the relationship between Texas Department of Transportation, the Federal Aviation Administration and other federal agencies, including the Department of Homeland Security. Review the effectiveness and efficiency of the funding process for airports, and capacity needs for commercial and private demands. Examine further needs with regard to private and public airports.
3. Examine the transportation planning coordination of land use, including planning for large transportation corridors.
4. Research and study the permissibility of rental care companies to sell used rental motor vehicles on credit union premises and other locations not continuously used for the conduct of used rental motor vehicle sales. Analyze comparative laws from other states permitting such sales by rental car companies on premises other than those owned by the rental car companies.
5. Consider the rail relocation needs of the major metropolitan areas of Texas. Identify possible funding sources.
6. Study the economic infrastructure of the state's main trade corridors with special emphasis on the ability to enhance trade and transportation through increased use of technology. (Joint interim charge with the House Committee on Border and International Affairs)
7. Study the current border and coastal transportation infrastructure and any enhancements needed to meet gorwing international trade and economic development. (Joint interim charge with the House Committee on Border and International Affairs)
