Charges:	This report should address the charges below.
1.	Develop a long-term plan to incorporate land that has been donated or sold to Texas Parks and Wildlife Department into our state park system.
2.	Evaluate the Texas Film Commission and the Texas Music Office to determine their effectiveness in economic development in Texas. Determine how the offices can better collaborate with local economic development entities and state agencies to further the economic development goals of the state.
3.	Examine the viability of including the commercial oyster industry in the Commercial Fishing License Buyback Program at the Texas Parks and Wildlife Department.
4.	Examine current statutes and rules to determine any necessary enhancements that can assist in the eradication of feral hogs by using practical solutions and effective eradication techniques. (Joint charge with the House Committee on Agriculture and Livestock)
5.	Monitor the implementation of HB 3279, 83rd R.S. regarding the protection of seagrass plants.
6.	Examine the economic impact of cultural, recreational, or tourism grants provided by the state, including any economic development grants related to cultural, recreational, or tourism industries, heritage tourism, courthouse restoration, and historic district revitalization.
7.	Conduct legislative oversight and monitoring of the agencies and programs under the committee’s jurisdiction and the implementation of relevant legislation passed by the 83rd Legislature. In conducting this oversight, the committee should: a. consider any reforms to state agencies to make them more responsive to Texas taxpayers and citizens; b. identify issues regarding the agency or its governance that may be appropriate to investigate, improve, remedy, or eliminate; c. determine whether an agency is operating in a transparent and efficient manner; and d. identify opportunities to streamline programs and services while maintaining the mission of the agency and its programs.

3.	Recommend approaches to improve long-term funding for state park acquisition, development, and maintenance.
4.	Study the effects the drought and wildfires have had on tourism and recreation in Texas. Make recommendations for ways to prevent future losses.

Charges:	This report should address the charges below.
1.	Study the current role of all Texas state military forces. Identify changes that would enhance the accountability and effectiveness of the state guard, air guard, and national guard and all other components of our state military forces.
2.	Monitor the implementation and impact of the MOVE Act on the state and on municipalities. Make legislative recommendations, as needed, to ensure a smooth implementation of the law. (Joint with the House Committee on Elections)
3.	Study and make recommendations on how the state and local governments can work together to protect our federal military installations from unnecessary encroachment while still allowing appropriate use of land near bases to be used for nonmilitary purposes.
4.	Determine any challenges to the training and operations of Texas' 15 military installations in light of recent reductions in federal defense spending. Additionally, review the current structure and mission of the Texas Military Preparedness Commission as a result of HB 2546 (81R). Recommend any legislative actions needed to sustain and improve the state's military preparedness.
5.	Monitor the agencies and programs under the committee's jurisdiction and the implementation of relevant legislation passed by the 82nd Legislature.
6.	Examine issues not listed in the committee's interim charges, including suicide prevention and the process for active duty, former active duty and their spouses, and military personnel trasitioning into the workforce and seeking occupational licenses. *

1.	Identify ways to mitigate conflicts between landowners' property rights and land use with federal and state policies for protection of threatened and endangered species and habitat. Specific attention should be directed to incentive measures.
2.	Study the bond integrity of special districts impacted by local government regulatory actions.
3.	Conduct active oversight of agencies under the committee's jurisdiction, with particular attention to Edwards Aquifer and Petroleum Storage Tank issues. Perform a study of mandated reports to the legislature and legislative agencies. The study should consist of a review of the legislative reporting requirements of all agencies to identify areas where reporting obligations could be streamlined and agency accountability improved. The committee shall make specific recommendations about the continuation, modification or elimination of required legislative reports.
