3. Examine the effectiveness of the Texas Private Real Property Rights Preservation Act (Chapter 2007, Government Code).
4. Examine current regulatory authority available to municipalities in their extraterritorial jurisdiction. Make necessary legislative recommendations to ensure a proper balance between development activities and municipal regulations.
5. Monitor the agencies and programs under the committee's jurisdiction and the implementation of relevant legislation passed by the 82nd Legislature.

1. Study the economic development impact, benefits and costs of the Fuel Ethanol and Biodiesel Incentive Program. Analyze and make recommendations regarding the following areas of interest:
  • state cost versus economic benefit, including any impact on the price of feed for livestock and food for human consumption;
  • the program as compared to other state and federal incentives;
  • any federal legislative or administrative changes relating to the program; and
  • options to encourage research and new technologies and market based incentives and competitive feedstock issues including feedstock development.
2. Study the impact of funding increases and their effectiveness for the Coastal Erosion Planning and Response Program and provide options for possible future funding sources.
3. Study the economic impacts and unintended consequences of allowing whitetail deer raised on deer farms in Texas to be legally processed for venison. Study the interstate shipment issues with venison from other states currently faced by Texas restaurant suppliers.
4. Study the impact of the thoroughbred and quarter horse industries on agriculture in Texas, specifically the reasons for decline in those industries over the last several years.
5. Study the growth potential for rural economic development through the wine and grape industry as a result of expanded traditional agricultural operations and expanded agritourism.
6. Monitor the implementation of legislation addressed by the Subcommittee on Agriculture, Rural Affairs & Coastal Resources, 80th R.S., and make recommendations for any legislation needed to improve, enhance, and/or complete the implementation. Specifically, monitor the implementation of HB 2819, 80th R.S., relating to enforcement of the Open Beaches Act. Additionally, monitor the implementation of the federal 2007 Farm Bill and determine the impact on the Texas agricultural industry.

1. Initiate an interim study of a statewide artificial reef plan and further study various uses of abandoned oil and gas rigs. Give careful consideration to reef design, preparation, and component grouping and spacing, siting, and fisheries resource management and analyze and compare biological effectiveness, cost factors, and long-term benefits for various design options and preparation techniques.
2. Review proposals for a protection system for Texas rivers, similar to the federal Wild and Scenic rivers program. *
3. Study current efforts to control the boll weevil in Texas, including integrated pest management (IPM) programs. *
4. Review the problems associated with colonias; make recommendations for legislative action to halt the growth of illegal subdivisions and to provide water and sewer service to existing developments. *
5. Study the issues associated with aquaculture and fish farming. *
6. Study coastal erosion; consider the advantages, disadvantages and economic impacts of beach erosion control methodologies. *
7. Review the definitions of wetlands used by state and federal government agencies. Study the potential impact on wetlands management of the definition used in the Fish and Wildlife Service's National Wetlands Inventory project. *

(2) A statutory framework for development of state and local beach parks with facilities available to the public; (3) Increased safeguards for the protection of state-owned submerged lands, including a thorough investigation into the use now being made of submerged lands already sold or leased by the state; (4) Analysis of the success of the legislative recommendations passed by the 61st Legislature upon the recommendations of the Interim Beach Study Committee in 1969; and (5) Such other related matters as in the opinion of the interim committee should be included in such report so as to facilitate the development of Texas beaches as public recreational areas and to further their development for the benefit for the people of Texas.

The most practical method of procuring the right-of-way necessary for construction of essential parallel highways and vehicular parking areas to facilitate access to the beach, all to be situated landward and above the beach; b. Method of procuring easements for egress and ingress between such parking areas and the beach; c. Procedure for negotiation and execution of cooperative agreements between the state and affected landowners for acquisition by gift or purchase of such rights-of-way and easements; d. Recognition of rights in such landowners to construct works, including groins, for the protection of their property and meeting the standards to be prescribed in such legislation; e. Method of negotiations with landowners for additional easements or deeds for park areas adjacent to the beach, for the use and pleasure of the public, provided such lands or easements can be obtained without cost to the state; f. any change necessary to bring general legislation into conformity with the fixed procedures applicable to National Seashore Areas, to the extent that lands along the coast may be designated to a National Seashore Area; and g. Such other related matters as in the opinion of the interim committee should be included in such report so as to facilitate the development of Texas beaches as public recreational areas and to further their development as a tourist attraction.

Examine into the special conditions prevailing as to the shore line in the various areas, and shall file its report with the Legislature, whether in Special or General Session, at the earliest time compatible with the performance of its duties.
