Charges:	This report should address the charges below.
1.	Monitor the agencies and programs under the Committee's jurisdiction and oversee the implementation of relevant legislation passed by the 86th Legislature. Conduct active oversight of all associated rulemaking and other governmental actions taken to ensure intended legislative outcome of all legislation, including the following: HB 2899, which specifies that highway construction contractors are not liable for design defects. Investigate whether expansion of those policies to other areas of public/private contracting is in the best interest of the state. HB 3809, which raises the statute of limitations for suit for injuries from a sexual assault of a child from 15 years to 30 years. Study and deliberate ways to enhance protections for victims of sexual abuse. Review other Texas laws relating to reporting and investigating incidents of workplace sexual harassment. Make recommendations to remove barriers to reporting and investigating incidents of sexual harassment and to make improvements to existing policies where necessary. HB 4531, which authorizes adults under guardianship to consent to forensic medical examination protocols. Monitor the impact of the legislation on the prevention, investigation, and prosecution of sexual assault, and study the impact on other related offenses and the treatment and services provided to victims of those offenses. SB 2342, which increases the amount in controversy for certain courts and expedited proceedings and makes reforms to jury requirements in order to improve access to courts. Review the impact of the legislation on the administration of justice and access to courts for Texas citizens
2.	Study opportunities to modernize and improve local and statewide data collection throughout the criminal justice system in Texas, including improving the collection and reporting of court records, to promote transparency and ensure uniform data collection processes.
3.	Study the Rule Against Perpetuities as used by trusts. Examine whether statutory changes are necessary and appropriate to make Texas more competitive and keep trust capital and estate planning business in Texas.
4.	Monitor the State Auditor's review of agencies and programs under the Committee's jurisdiction. The Chair shall seek input and periodic briefings on completed audits for the 2019 and 2020 fiscal years and bring forth pertinent issues for full committee consideration.
5.	Compile information regarding the effects of COVID-19 on the judiciary, with particular reference to the following questions: 1. Have you had any difficulty acquiring PPE for your court, county, or staff? 2. How have your caseloads been impacted by COVID-19? Do you have a backlog of cases? 3. What has been your experience in using Zoom or other online platforms for court proceedings? 4. How has the pandemic impacted court staff, e.g. space, teleworking, flexible work shifts, etc.? *

1.	Review the state's response to Hurricane Harvey and natural disaster preparedness with respect to the transportation system and transportation infrastructure. Make recommendations for improving agency operations related to emergency preparedness and response.
2.	Study the ability of the Texas Department of Transportation (TxDOT) to deliver highway construction projects that reduce congestion and improve mobility, including the Department's options and limitations related to contracting. Make recommendations to improve the Department's ability to complete complex projects on time and under cost.
3.	Study the efficacy of existing transportation finance mechanisms from state, regional, and local perspectives. Identify opportunities to improve existing transportation finance mechanisms and investigate the feasibility of developing new ones.
4.	Study Texas' various toll authorities and evaluate their transparency and stakeholder responsiveness. Make recommendations to improve the state oversight of toll authorities.
5.	Review the management of the oversize/overweight permitting system and ensure that the state is adequately protecting the driving public and road integrity. Make recommendations to improve operations.
6.	Study emerging issues in transportation related to technology and evaluate the state's preparedness for addressing challenges and opportunities posed by technological advances. Review the implementation of state and federal programs and legislation related to intelligent transportation systems, autonomous vehicles, unmanned aircraft systems (i.e. drones), and other technological changes.
7.	Review the current state of infrastructure at Texas' international shipping ports and border ports of entry in Texas. Identify transportation-related impediments to international trade and estimate the impact of those challenges, including border wait times, on the state's economy. Make recommendations for improvements to facilitate international trade and economic growth. (Joint charge with the House Committee on International Trade & Intergovernmental Affairs)
8.	Evaluate the impact energy exploration and production have on state and county roads and make recommendations on how to improve road quality in areas impacted by these activities. (Joint charge with the House Committee on Energy Resources)
9.	Monitor the agencies and programs under the Committee’s jurisdiction and oversee the implementation of relevant legislation passed by the 85th Legislature. In conducting this oversight, the committee will also specifically monitor the implementation of the TxDOT Sunset legislation and related management actions.

Monitor and report on the adequacy and use of the trauma care funds generated as a result of the legislation and make recommendations for improving the funding of trauma care services.
2.	Study the proof of financial responsibility verification program administered by Texas Department of Insurance and the Department of Public Safety and make recommendations for improving compliance by drivers in Texas.
3.	Study and make recommendations for innovative approaches to highway construction and maintenance. Focus on recommendations for streamlining Texas Department of Transportation operations, including methods of expediting permitting procedures while maintaining environmental safeguards. Examine and make recommendations for regional options for increasing financing, including, but not limited to, the creation of a local option motor fuels tax.
4.	Evaluate and make recommendations relating to funding allocations for TransTexas Corridor projects. Monitor and report on the status of the projects, including their impact on local, regional, and state transportation.
5.	Study the federal re-authorization of TEA-21. Analyze and make recommendations relating to the impact of re-authorization on transportation in Texas, including an assessment of state plans and programs for implementing any required changes.

1.	Oversight functions shall be conducted for all appropriations-related actions of those agencies assigned to this committee for appropriative purposes during the 66th Regular Session of the Legislature. Procedures suggested for this purpose during the last interim are recommended. The agencies include: Civil Air Patrol Commission; Texas Railroad Commission (partial); Department of Public Safety (partial - Traffic Law Enforcement Division); Department of Highways and Public Transportation; Texas Aeronautics Commission; Texas Motor Vehicle Commission; Texas Transportation Institute.
2.	Examine the present uses of the State Highway and Public Transportation Commission's Public Mass Transit Fund and explore incentives that will encourage cities to develop systems and programs through the use of these monies.

5.	Determine the extent to which the economy and public safety of Texas citizens are affected by litter and spills from trucks and other motor vehicles operating on Texas highways.
6.	Study the railroad crossing situation in Texas to determine the jurisdiction over railroad crossing safety.
7.	Study the merits and demerits of deregulation of the trucking industry in terms of both interstate and intrastate implications.
