1.	Monitor the agencies and programs under the Committee's jurisdiction and oversee the implementation of relevant legislation passed by the 87th Legislature. Conduct active oversight of all associated rulemaking and other governmental actions taken to ensure the intended legislative outcome of all legislation, including the following: HB 1520, 87th R.S.relating to extraordinary costs incurred by gas utilities relating to Winter Storm Uri and the authority to issue bonds and impose fees and assessments; HB 3648, 87th R.S. which requires the designation of certain natural gas facilities as critical customers or critical gas suppliers during energy emergencies; and SB 3, 87th R.S. relating to preparing for, preventing, and responding to weather emergencies and power outages. (Joint charge with Committee on State Affairs)
2.	Assess efforts made by the Railroad Commission and the Texas Energy Reliability Council to weatherize infrastructure and ensure reliability of the natural gas delivery system during times of disaster.
3.	Examine ways to increase the production of oil and gas within the state. Review state and local regulations that could directly impact the exploration or production of oil and gas and make recommendations for increasing Texas' energy independence.
4.	Explore options for expanding the state's underground natural gas storage capacity, including using excess storage capacity for carbon capture opportunities and the creation of a strategic natural gas reserve for the state.
5.	Evaluate innovative and emerging energy sources. Identify and make recommendations to address legislative or regulatory obstacles to the use, development, and deployment of viable innovative and emerging energy sources.

1.	Study the impact of the expanding oil and gas exploration and production occurring across the state. Included in the study should be both the positive impacts of the exploration and production as well as the new challenges they are presenting. The study should encompass a review of the following issues: • The effect on the state budget and the Economic Stabilization Fund; • The overall impact on the state economy; • The impact on property values and local taxes; • The effect on roads; • The impact on local school districts; • The complex relationship between land owners, royalty owners, and operators; • The impact on the environment, including emissions and injection wells; • Projected water needs and how those fit with our state water plan; and • The housing issues created by the number of workers needed in areas of shale plays.
2.	Study the P5 permitting process at the Railroad Commission to determine whether the process is efficient and effective and whether there are actions that can be taken to improve the process.
3.	Study and review the appropriation of general revenue dollars allocated to the Railroad Commission for improvements in IT systems to ensure those funds are being utilized to streamline the permitting process and to allow access to information for all parties that conduct business at the Commission.
4.	Review the application of Texas Business & Commerce Code, Section 9.343, to determine the legal rights of unperfected security interests of oil and gas producers with respect to subsequent purchasers, specifically in the context of a bankruptcy proceeding such as Arrow Oil & Gas, Inc. v. SemCrude, L.P. and subsequent cases.
5.	Monitor the implementation of HB 2982, 83rd R.S. to ensure that the required rulemaking is completed efficiently and in a timely manner and SB 1747, 83rd R.S. to ensure effective implementation in keeping with legislative intent.
6.	Conduct legislative oversight and monitoring of the agencies and programs under the committee’s jurisdiction and the implementation of relevant legislation passed by the 83rd Legislature. In conducting this oversight, the committee should: a. consider any reforms to state agencies to make them more responsive to Texas taxpayers and citizens; b. identify issues regarding the agency or its governance that may be appropriate to investigate, improve, remedy, or eliminate; c. determine whether an agency is operating in a transparent and efficient manner; and d. identify opportunities to streamline programs and services while maintaining the mission of the agency and its programs.
7.	Examine the impact on Texas’s economy and businesses of the recent expansion of oil and gas production in Northern Mexico. Assess opportunities for economic growth in Texas and collaboration between Texas businesses and Mexico resulting from Mexico’s energy reform, including Mexico’s efforts to recover shale gas from the Eagle Ford Shale.

Specifically, review how agencies determine what investments in infrastructure will be necessary to meet the state's demands and facilitate continued economic expansion. Review how agencies determine the costs and benefits associated with future infrastructure investment to ensure that the citizens of the state are receiving the best value and what other factors agencies use to make investment decisions.
2.	Study Title 15 of the Election Code, which regulates political funds and campaigns, including requirements for financial reports by campaigns, candidates, officeholders, and political committees. Specifically, study what types of groups are exempt from reporting requirements in the Election Code and make recommendations on how to make the political process more transparent.
3.	Study the different financial assurance options used by state agencies to ensure compliance with environmental clean-up or remediation costs. Determine whether the methods utilized by state agencies are appropriate to ensure sufficient funds will be available when called upon.
4.	Review state agency contracting with businesses seeking to provide goods and services to the state. Study the procedures agencies use to determine the costs versus benefits when evaluating proposals. Determine whether additional disclosure and reporting requirements are necessary to ensure transparency and accountability and to promote ethical business practices.
5.	Conduct legislative oversight and monitoring of the agencies and programs under the committee’s jurisdiction and the implementation of relevant legislation passed by the 83rd Legislature. 4.	Identify inefficiencies in the regulation of public utilities in order to minimize the cost of regulation to consumers.
5.	Examine methods of cloud computing technology to streamline agency operations and generate greater efficiencies for more cost-effective operations. (Joint with the House Committee on Technology)
6.	Examine state agency rulemaking and consider ways to improve procedural efficiencies and public transparency, and to better inform policymakers as to their use, purpose, and cost-effectiveness, including an examination of the financial and other impacts such regulations have on both the license holder and the public. (Joint with the House Committee on Government Efficiency & Reform)
7.	Monitor the agencies and programs under the committee's jurisdiction, including the implementation of SB 1048 regarding public-private partnerships on state-owned property.
8.	Study how businesses seeking to provide goods or services to the state interact with state agencies. Consider whether additional procedures are needed to ensure that goods and services obtained by the state are the best value. Determine whether additional disclosure and reporting requirements are necessary to ensure transparency, accountability, and to promote ethical business practices.

7.	Verify the number of employees in each program that is the focus of study, and monitor and oversee documentation of all agency salary actions, including position reclassifications, merit salary increases and other salary increases resulting from legislative of agency-initiated action.
8.	Monitor implementation of sunset legislation.
9.	Identify specific goals the state must attain by the year 2000 and biennial goals that must be achieved until that time.
10.	The committee shall coordinate its activities with those of the Natural Resources and Consolidation Study established by SB 2, 72nd Legislature, 1st Called Session, and work in conjunction with that study in areas of common responsibility.
11.	The committee shall monitor and oversee legislation enacted during the 72nd Regular and special Called Sessions that was considered by the standing Senate Natural Resources and House Natural Resources and Environmental Affairs Committees including legislative mandates; all performance audit review recommendations, adopted or not, and any agency-initiated changes.

Charges:	This report should address the charges below.
1.	Investigation into the administration of highway affairs by the State Highway Commission; to investigate the manner in which contracts have been let by said commission, and generally to investigate all and every act of said commission since said date.
2.	Investigation into the State Treasurer's Department and the Railroad Commission with the view of determining if the State is receiving the full amount due by the oil companies as taxes on gross production of oil, as provided by law.
3.	To investigate the granting of pardons, paroles, reprieves and commutation of sentence, and the facts and circumstances connected with the granting of such acts of clemency.
4.	To investigate the letting of contracts for the purpose of text-books and the facts surrounding the letting of such contracts.
5.	To investigate into the administration of public affairs by such other departments of the State government, as in the judgment of said committee may be necessary, and for the promotion of the public good.
