Relating to the salaries of all State Officers except the salaries and other compensation of District Judges and except those Constitutional State Officers whose salaries are specifically fixed by the Constitution; specifically providing that the Legislature shall fix the amount of compensation to be paid Clerks of Civil Appeals, the Supreme Court, and the Court of Criminal Appeals out of the fees of office.
