1. Review and evaluate the success of Closing the Gaps by 2015, the strategic plan for higher education adopted in 2000. Coordinate with the Higher Education Coordinating Board on the next set of long term goals for higher education and monitor their progress.
2. Study and make recommendations regarding the impact of technology on higher education instruction, including online courses and massive open online courses (MOOCs), and their impact on higher education excellence, cost, and funding requirements.
3. Monitor the implementation of legislation addressed by the Senate Committee on Higher Education, 83rd Legislature, Regular and Called Sessions, and make recommendations for any legislation needed to improve, enhance and/or complete implementation. Specifically, monitor the following:
  • SB 414, relating to a study and report regarding authorizing certain public junior colleges to offer baccalaureate degree programs to address regional workforce needs;
  • SB 62, relating to the vaccination against bacterial meningitis of entering students at public and private or independent institutions of higher education;
  • SB 28 (2011), relating to eligibility for a TEXAS grant and to administration of the TEXAS grant program; and
  • HB 1244 (2011), relating to developmental education and the assessment of student readiness under the Texas Success Initiative and to students enrolled in developmental education at public institutions of higher education.
4. Examine and make recommendations regarding improvements in teacher preparation and certification programs to address any misalignment with school district shortages and problems with retaining new teachers.
5. Review and make recommendations regarding the use of dual credit coursework and other secondary school programs for college credit, including the academic rigor of such programs and predictive value for college success.
6. Examine and make recommendations regarding alignment between high school coursework and expectations in freshman level college coursework. Study the impact of particular coursework, specifically mathematics (including Algebra II) and science courses, as predictors of college readiness and success.

Examine strategies to improve recruitment of high-quality teachers. Examine alternative approaches to improving teacher retention. Study the benefits of comprehensive induction and mentoring programs.
3. Study the growing demand for virtual schools in Texas. Review the benefits of virtual schools, related successes in other states, and needed changes to remove barriers to virtual schools.
4. Study the impact of extended learning time on school success. Evaluate the different programs offered, best practices, school implementation, and incentives for building community partnerships that allow a variety of academic and career-related learning opportunities. Examine the effect of after-school programs on academic performance, school attendance, behavior, and promotion to the next grade level, and the relationship between the availability of after-school programs in an area and the high school dropout rate.
5. Study the performance and accountability of charter schools, best practices of high-performing charter schools, and barriers to replication. Review policies and practices for authorizing high-quality charters and closing poor-performing charters. Study the benefits of and costs related to increasing the number of charters, as well as establishing additional authorization boards to grant new charters
6. Study the impact of school choice programs in other states on students, parents, and teachers. Explore the use of education tax credits and taxpayer savings grants, and examine potential impacts on state funding.
7. Conduct a comprehensive review of school discipline practices. Specifically, review and make recommendations on:
  • The effectiveness of Disciplinary Alternative Education Programs (DAEP) and Juvenile Justice Alternative Education Programs (JJAEP) in reducing student involvement in further disciplinary infractions and in promoting positive educational achievement;
  • Disproportionate school discipline referrals, including suspension, expulsion, and Class C misdemeanor citations;
  • The issue of "Zero Tolerance" in secondary education school discipline, the use of alternative education campuses, and the barriers to graduation. Also include the role that specialized school police departments play in these systems. Consider the impact on the juvenile justice system and the adult prison system;
  • The number of students in the conservatorship of the Department of Family and Protective Services (DFPS) referred to juvenile or municipal courts, suspended, expelled, and placed in Disciplinary Alternative Education Programs (DAEP). Examine data-sharing practices between DFPS, TEA, and local education agencies, and make recommendations to increase communication between schools and DFPS to increase educational outcomes for children in foster care;
  • Evidence based models used for addressing juvenile delinquency prevention that is targeted to non-adjudicated, but at-risk youth, in the school disciplinary system. (Joint Charge with Senate Committee on Criminal Justice)
8. Monitor the implementation of legislation addressed by the Senate Committee on Education, 82nd Legislature, Regular and Called Sessions, and make recommendations for any legislation needed to improve, enhance, and/or complete implementation. Specifically, monitor the following:
  • SB 6, 82nd Legislature, Regular Session, relating to the establishment of the instructional materials allotment;
  • SB 8, 82nd Legislature, Regular Session, relating to the flexibility of the board of trustees of a school district in the management and operation of public schools;
  • HB 1942, 82nd Legislature, Regular Session, relating to bullying in public schools;
  • The implementation of legislation related to the state's accountability system and other reforms enacted by HB 3, 81st Legislature, Regular Session, and SB 1031, 80th Legislature, Regular Session.

5. Study and recommend strategies for reducing the costs of instructional materials in higher education institutions, including electronic textbooks, open source materials, and other web-based resources.
6. Examine the state's higher education funding mechanisms, including approaches to funding capital improvement projects at public institutions of higher education. Evaluate modifications that would improve the institutions' national peer rankings and help the state to achieve its Closing the Gaps objectives, including improved community college transfer pathways and the impact of shifting the basis of the formula funding methodologies from attempted to completed hours. 1. Study the effectiveness of public school programs serving special education students, including autistic students. Specifically, consider whether special education services are adequately preparing students for post-secondary opportunities. The review should also include the availability and quality of the supports and services provided by adult services agencies for individuals with disabilities. Make recommendations for improving public school special education programs and the coordination of adult education services among state agencies.
2. Conduct a comprehensive review of the public school accountability system and make recommendations for improvements. The review shall include indicators in the current system, measures of district and campus performance, public expectations, individual student achievement and measures of teacher, program and financial effectiveness.
3. Review and make recommendations to improve the state's Adult Basic Education program. Emphasis should be placed on ways to advance literacy in Texas in order to promote economic and individual development. The review should also include a study of the coordination of adult education services among state agencies and the availability and accessibility of state and federal funding.
4. Review and make recommendations regarding best practices for programs targeted to improve the academic success of limited English-proficient students.
5. Review the access and quality of career and technical education programs in the state and make recommendations to improve these programs to address the economic and workforce needs of this state.
6. Make recommendations for controlling the costs of textbooks from kindergarten through higher education, and monitor the implementation of HB 188, 80th Legislature, Regular Session, relating to instructional materials.
7. Review current property tax rates at school districts. Explore what mechanisms may exist to prevent any future constitutional funding challenges. Review any funding issues that are particular to certain types of school districts, such as fast growth districts. (Joint charge with Senate Finance Committee)
8. Monitor the implementation of legislation addressed by the Education Committee, 80th Legislature, Regular Session, and make recommendations for any legislation needed to improve, enhance and/or complete implementation. Specifically, monitor the implementation of HB 2237, 80th Legislature, Regular Session, relating to grants and programs for dropout prevention, high school success and college and workforce readiness in public schools. Include a review of the revised methodology the Texas Education Agency uses to calculate the dropout rate. Report on the implementation of education reforms in HB 1, 79th Legislature, 3rd Called Session. The review should include: the implementation of the high school allotment, the development of the best practices clearinghouse and the electronic student records system, the alignment of curriculum to attain college readiness, student improvement/growth models and access to college credit in high school. The committee should also study and make recommendations on how to continue strengthening the P-16 Initiative to promote college attendance in this state.

2. Study and make recommendations on educational reforms necessary to focus high schools and student performance on post-secondary readiness and success.
3. Review the operation of the State Board of Education, including its oversight of the Permanent School Fund, and make recommendations, if necessary, for appropriate legislative oversight and review.
4. Study the impact of pay-for-performance and differentiated pay scales on teacher recruitment and retention. Examine alternative approaches to improving teacher retention. Study value-added assessment/individual student growth measures as a factor in determining compensation for teacher effectiveness. Examine programs in other states that expand the range of teacher salaries and provide incentives for effective teachers to remain in the classroom. Make recommendations for changing teacher salary structures.
5. Review and make recommendations, if necessary, that streamline and clarify Chapter 37 of the Education Code dealing with student discipline. Include a study of state accountability measures for disciplinary alternative education programs to evaluate academic performance and effectiveness in modifying behavior. Include a study of the effects of zero tolerance practices and other changes made by the 79th Legislature. Include a review of after school prevention programs.

6. Review the effects on higher education attendance rates, degree availability, graduation rates and facilities ten years after the beginning of the South Texas/Border Initiative.
7. Evaluate the implementation of SB 149, 75th Legislature, Regular Session, relating to post-tenure review for faculty, and consider faculty workload policies in determining the law's effectiveness.
8. Actively monitor agencies and institutions under the committee's oversight jurisdiction.

Monitor the implementation of the following bills enacted during the 76h Legislature, Regular Session: SB 4, 76th Legislature, Regular Session, relating to appropriations regarding public school finance, property tax relief, and public education; SB 103, 76th Legislature, Regular Session, relating to state assessments of public school students; SB 104, 76th Legislature, Regular Session, relating to keeping school campuses open after school hours for recreational purposes, latchkey programs, and tutoring; SB 875, 76th Legislature, Regular Session, relating to the financial accountability of school districts; SB 955, 76th Legislature, Regular Session, relating to pre-reading instruction for certain children; HB 2075, 76th Legislature, Regular Session, relating to the public notice required to be provided by a school district before adopting a proposed budget and tax rate; and HB 2307, 76th Legislature, Regular Session, relating to assistance to certain low-performing public school districts. The Committee should consider the costs of higher education and the availability of financial assistance to students; collaborative efforts between higher education and public education systems; and student recruitment and retention efforts. 5. Evaluate and, if needed, make recommendations to determine need and allocation of funds for higher education budget special items, medical schools and Texas A&M Service agencies.
6. Study the costs of textbooks for public schools and, if necessary, make recommendations to improve the purchasing process to ensure that Texas schools are receiving the best price possible. In its work, the Committee should examine the use of computers and other technological resources as alternative teaching aids to textbooks and consider whether these alternative resources are more economical and efficient in enhancing the learning capacities of children

1. Review the role of the Texas Legislature, Texas Higher Eduation Coordinating Board, and the university systems in making changes in the governance structure of universities and implementing academic/research programs.
2. Monitor the implementation of SB 1, 74th Legislature, Regular Session with emphasis on the relationship established between the education and juvenile justice communities; the change in relationship between the state and independent school districts; the implementation of home-rule districts, and campus and program charter provisions; and the LBB studies on school funding special allotments and program weights.
3. Review the affordability of higher education in Texas in light of potential cutbacks in Federal student financial assistance, increases in tuition and student services fees, and recent state-funded student assistance measures.
4. Study higher education financial issues related to the projected increases in enrollment; faculty and administrator salaries; and support for research into emerging technologies and for medical schools.
5. Review educational services and training provided to non-college bound students, and make recommendations on the appropriate educational institutions to ensure that these students acquire employment skills.
6. Study the appropriate role of and relationships between the levels of education in Texas. Such relationships include elementary/secondary education and higher education, and two year and four-year institutions.

Study the organization of the state's general academic teaching institutions and university systems. Assess the merits of the current governance structures and review advantages and disadvantages of suggested changes, including the consolidation, abolition or realignment of existing systems, or the creation of new systems.
2. Review fees at Texas public institutions of higher education that may be administratively changed, without the approval of a majority student vote.
3. Evaluate the effectiveness of the Texas Academic Skills Program (TASP) and its impact on students, including the educational impact and the cost effectiveness of the program from the points of view of both the students and the institutions.
4. Review the training provided in evolving high-technology fields by the Texas State Technical College and the state's community colleges and the coordination between academic and technical subjects within community colleges.
5. Conduct active oversight of agencies and institutions under the committee's jurisdiction, including, in particular, those institutions found by the State Auditor to be having management or financial difficulties..
