1. Improving Transferability: Examine and make recommendations regarding policies that will help students make informed decisions regarding transferring credits among institutions and promote efficient completion of degrees and credentials. Study the adequacy of advising for transfer students in secondary and post-secondary settings. Focus on statewide solutions that will address transfer for all Texas students, including Fields of Study curricula, the role of the Core Curriculum and additional tools that will help students transfer credits efficiently toward a degree.
2. System/Campus Expansion: Consider what role the state should have in overseeing the approval and development of new higher education locations into geographical areas already served by existing institutions. Develop a long-term statewide strategy for authorizing new locations and programs which includes a plan to ensure adequate support for expansion. Explore where there are underserved areas of the state and what type of programs would best serve the population to fill regional workforce needs.
3. 60x30 TX Statewide Plan Review: Examine progress in achieving goals within the 60x30TX plan, and review efforts of higher education institutions to implement innovative and non-traditional models of education delivery to meet the needs of an increasingly diverse student body. Consider whether current state policies and regulations may support or hinder institutions' ability to innovate in educational delivery and access. Make recommendations to accelerate innovation in higher education, to better serve students through expanded access to high quality educational opportunities, improve quality in educational delivery, and achieve goals outlined in the 6ox30TX higher education strategic plan.
4. Funding Models: Examine different models of student-focused funding for general academic institutions, including competency-based and performance funding models, and make recommendations on whether a new funding model would produce greater efficiencies and student performance.
5. Mandate Reduction: Examine all current state and federal regulations on public higher education institutions and consider whether reductions of regulations could reduce fees, produce efficiencies and greater student academic performance. Make recommendations to reduce certain regulations for increased flexibility to provide better student outcomes.
6. Dual Credit: Review dual credit opportunities throughout the state, examining the impact of HB 505 (84th Legislature) on students in particular. Look at the outcomes of statewide studies completed in Texas regarding dual credit, and examine the current rigor of dual credit courses, as well as how to improve advising for students in dual credit. 7. Monitoring: Monitor the implementation of legislation addressed by the Senate Higher Education Committee and make recommendations for any legislation needed to improve, enhance and/ or complete implementation. Specifically, receive updates on construction of facilities as a result of tuition revenue bonds authorized during the 84th Legislative Session, as well as the development and implementation of the Texas OnCourse program, authorized during the 84th Legislative Session and monitor the following: • SB 2118 (85th) relating to authorization by the Texas Higher Education Coordinating Board for certain public junior colleges to offer baccalaureate degree programs. • HB 2205 (84th) relating to the State Board for Educator Certification, educator preparation programs, educator certification, issuance of certain teaching permits, and certain procedures for investigating educator misconduct. • SB 887 (85th) relating to a requirement that certain participating institutions under the student loan program administered by the Texas Higher Education Coordinating Board provide loan debt information to certain students. • SB 802 (85th) relating to a study and report regarding best practices in the transfer of course credit between public institutions of higher education. • SB 810 (85th) relating to open educational resources. • HB 2223 (85th) relating to developmental coursework offered by public institutions of higher education under the Texas Success Initiative.

1. HB 5 Implementation, 60x30TX/Higher Education Alignment: Monitor the ongoing implementation of HB 5 (83R), and examine current projections for preparation of Texas high school students for postsecondary education and workforce training. Examine best practices and recommend strategies to align the implementation with the 60x30TX higher education plan, including, but not limited to, dual credit, credit transferability, and fields of study. (Joint Charge with Senate Education)
2. Performance Funding for GAIs and Community Colleges: Study current funding methods for both general academic institutions and community colleges, examining current performance-based methods of funding for community colleges. Review funding methods used in other states and make recommendations on how to incorporate and/or change student outcome measures in institutional funding to benefit students and promote the education needs of a rapidly growing and changing workforce.
3. Tuition Deregulation and Student Debt: Examine and make recommendations regarding tuition and student debt at public institutions of higher education in Texas. Specifically, study how Texas compares to peer states, variance between institutions, how accountability measures can be used to impact tuition, and increases in tuition since 2003.
4. Tuition/Fee Waivers, Tuition Set-Asides, Financial Aid: Conduct a review of all tuition and fee waivers and exemptions, as well as tuition set-asides currently in law, and examine how students who do not receive the benefits of either bear these resulting costs. Study how other states treat similar populations, whether federal benefits are available, and make recommendations to ensure the efficacy of waivers and exemptions, and tuition set-asides. Examine current financial aid programs, studying their efficacy, and make recommendations on how to provide programs to meet the needs of all students in light of the recent repeal of the state's Top 10% Scholarship program and B-On-Time program.
5. General Academic Institution(GAI)/Health Related Institution(HRI) Funding: Conduct a comprehensive review of funding for GAIs and HRIs, examining whether the methodology for funding the same courses is equitable and productive. Make recommendations on how to update and streamline the current funding methods, to provide a consistent methodology that focuses on student success and innovative strategies. Include in the review a focus on tuition-revenue generating special items and formula and research funding for new medical schools.
6. Baccalaureate Degrees at Community Colleges: Study regional workforce needs in the state and make recommendations on whether metrics should be applied to authorize public community colleges to offer certain baccalaureate degrees in order to meet the regional workforce needs.
7. Monitoring Charge: Monitor the implementation of legislation addressed by the Senate Committee on Higher Education and make recommendations for any legislation needed to improve, enhance, and/or complete implementation. Specifically, monitor the following: 1) Initiatives designed to create effective, clear transfer pathways for students, including the newly enacted multidisciplinary studies associate degree; 2) Implementation and progress of the Math and Science Scholars Loan Repayment Program; and 3) The progress of the pilot program enacted by the 83rd legislature relating to improving student loan default rates and financial aid literacy among postsecondary students.
8. Teacher Preparation, Retention, Shortages: Study teacher shortage and retention issues in Texas and evaluate educator preparation programs to determine if these programs are preparing educators for the rigors of the 21st century classroom. In particular, examine the shortages of ELL, special education, and STEM educators across the state and identify the issues creating a shortage. Make recommendations to improve educator preparation throughout the state and increase certification rates. (Joint Charge with Senate Education)

1. Study the potential of recent technology-enabled innovations for dramatically increasing the number and diversity of students who may access, participate and succeed in quality higher education, including Massive Open Online Courses (MOOCs), Synchronous Massive Online Courses (SMOCs), blended courses that combine online and classroom instruction, and other innovations with potential to personalize the learning experience, reduce costs, and transcend the physical limitations of traditional campuses. Consider challenges and opportunities for leveraging new technologies to increase the educational attainment of traditionally underserved populations including adult learners.
2. Study new strategies for funding General Academic institutions to accelerate educational innovation and increase focus on improving student learning and success rather than seat time. Consider approaches that encourage new and more productive business models that incorporate affordable, lower-cost academic delivery models and expand the state's capacity to deliver high-quality education.
3. Study how state resources might be better used to support the success of the rapidly growing numbers of state residents who need postsecondary degrees. Evaluate current programs and policies related to financial aid, tuition assistance, waivers, and work study, and evaluate their relative impact and return on investment with regard to student enrollment, persistence, and completion. Consider how state dollars might be better used in combination with federal financial aid to promote and accelerate student success. Explore strategies and best practices for reducing student loan default rates in Texas.
4. Former foster youth have the benefit of free tuition and fees if they enroll in higher education, yet very few take advantage of this opportunity. Consider new strategies to support these youth and make recommendations to enroll and retain more foster youth in higher education. (Joint charge with the House Committee on Human Services
5. Review current capital needs in higher education. The committees shall examine past methods of financing higher education's capital needs, as well as approaches used in other states. The committees shall jointly make recommendations to address these costs in the future. In adopting recommendations, the committees should focus on methodologies that identify priority capital projects, treat institutions of higher education equitably, and uniformly share costs between the state and institutions. The committees should also examine the viability of alternatives to traditional models for funding capital projects. (Joint charge with the House Committee on Appropriations)
6. Conduct legislative oversight and monitoring of the agencies and programs under the committee’s jurisdiction and the implementation of relevant legislation passed by the 83rd Legislature. In conducting this oversight, the committee should: a. consider any reforms to state agencies to make them more responsive to Texas taxpayers and citizens; b. identify issues regarding the agency or its governance that may be appropriate to investigate, improve, remedy, or eliminate; c. determine whether an agency is operating in a transparent and efficient manner; and d. identify opportunities to streamline programs and services while maintaining the mission of the agency and its programs.

Charges: This report should address the charges below.
1. Review and make recommendations regarding existing and future public debt at all levels of government in Texas, including independent school districts, cities, other local governments and the Texas Guaranteed Tuition Plan.
2. Study the impact of recent hurricanes for which a federal disaster declaration was issued on local economies. Examine the basis for the distribution of federal dollars for hurricane cleanup across the state. Review past methods of distribution, including those involving the Texas Department of Housing and Community Affairs and the Office of Rural Community Affairs. Develop policy and statutory recommendations to ensure that the system of distribution is effective to address needs of the various regions of the state in the event of future disasters. Provide effective budget oversight of state agencies that received appropriations as a result of hurricane damage. Examine the rebuilding of University of Texas Medical Branch at Galveston and the collection and proper deposit of federal reimbursements.
3. Review the effect that Texas Business Tax credits, such as a research and development credit, have on economic development in Texas. Determine whether the costs of various tax credits would be adequately offset by the net increase in state sales tax and other revenues and jobs produced by each credit. Focus on businesses relocating to or from the State of Texas, the impact on the tax base, employment, and the overall economic condition of the state.
4. Identify and evaluate potential improvements to the property tax system. Consider and make recommendations relating to the following:
  • Methods to increase public participation in the tax rate-setting process and ensure fairness in appraisal protests and appeals;
  • Requirement that property appraisal values may not increase by more than inflation and/or population growth, or another amount to be determined by local taxing authorities, with a maximum cap of 10 percent;
  • Exemptions provided to community housing development organizations to determine if changes are needed to ensure that the public benefits outweigh the revenue loss;
  • Methods and procedures for determining a real property interest in oil or gas in place, as contained in Texas Tax Code Sec. 23.175, including how market-based data and market-based methodology could possibly be used to ensure fair, reliable, and equitable price forecasts of oil and gas interests. Analyze the need for the creation of an Oil and Gas Valuation Advisory Committee to assist in forecasting current calendar year statewide average prices for oil and gas; and
  • the constitutional constraints and fiscal implications of exempting real property, leased to a school, as defined by Section 11.21 of the Tax Code, from ad valorem taxation.
5. Examine the Texas Tomorrow Fund and its impact on institutions of higher education. Assess current and future costs, the ability of institutions to absorb the costs, and make recommendations for ensuring a sound fiscal approach to managing the fund for the future.
6. Study the impact of changing the constitutional and statutory spending limit based on the sum of the rate of population growth and the rate of inflation. Examine what past biennial spending limits would have been, and what the next biennium's limit might be, under a new definition. Consider the impact of exempting growth from federally mandated programs.
7. Study and make recommendations regarding formula funding and its impact on the cost of attendance and methods of financing higher education institutions, including funding differences for pharmacy and nursing programs; research funding; performance funding; and funding for institutions that face capacity student enrollment. Specifically address the following:
  • Methods of financing capital projects at higher education institutions, including the levels of deferred maintenance, the impact of deferred maintenance on the ability to offer basic instructional services, and the methods used to finance deferred maintenance projects. Recommend alternatives for providing a structured and recurring funding mechanism more suited to the state's fiscal capacity and institutional needs
  • Supplemental funding for structured programs that are essential for student success and for meeting the goals of Closing the Gaps, including those that provide concentrated student academic and personal support services for universities that enroll a high proportion of non-traditional or at-risk students. Study and make recommendations regarding the quality and effectiveness of academic advising, focusing on resources, staff development, and impact on time­ to-degree.
8. Review the capacity of rural hospitals, rural hospital infrastructure, and the statewide impact of services provided by rural hospitals. Make recommendations for funding options to help communities that do not have adequate resources to replace aging infrastructure and consider the creation ofa rural hospital infrastructure support program similar to the courthouse preservations fund.
9. Examine transportation funding concepts contained in legislation considered during the 81 st Legislature, Regular and Special Sessions. Analyze options and make recommendations relating to historical funding strategies, including prioritization of existing revenues, as well as alternative state and local transportation funding concepts. (Joint charge with Senate Transportation and Homeland Security Committee)
  • Ensure that the pass-through program reimbursements to contractors and local public entities are based on actual project costs and not cost estimates.
  • Prioritize necessary road construction projects and target financing to those segments that affect the largest number of Texans through congestion mitigation.
  • Ensure that Texas receives the best value for its investment. (Subcharges added pursuant to Dewhurst letter dated 4/8/2010.)
10. Monitor the implementation of legislation addressed by the Senate Committee on Finance, 81 st Legislature, Regular and Called Sessions, and make recommendations for any legislation needed to improve, enhance, and/or complete implementation. Specifically, monitor the following:
  • The Legislative Budget Board effectiveness and efficiency review of Chapter 313, Tax Code. Consider whether tax provisions provide a net benefit to the state.
  • Monitor ongoing faculty recruitment and retention for Texas nursing schools, and assess the impact ofincreased state funds to nursing schools to increase faculty salaries and add new teaching schools.
  • Monitor the use of Byrne Grant Border security funds, including whether additional funds need to be spent on communications interoperability.
  • Monitor the Department of Aging and Disability Services (DADS) implementation of SB 643, emergency legislation relating to Texas' state supported living centers (SSLCs), implementation of Special Provisions relating to All Health and Human Services Agencies, Section 48, Contingency Appropriation for the Reshaping of the System for Providing Services to Individuals with Developmental Disabilities, and implementation of the United States Department of Justice (DOJ) Settlement Agreement terms.
  • Provide effective budget oversight of Texas Department of Transportation's implementation of Riders 55 and 56, appropriations from State Highway Fund No. 006 and Proposition 12 General Obligation Bonds for reducing congested road segments.
  • Monitor the revenue receipts associated with the weight-based tobacco tax.
  • Monitor the Cancer Prevention and Research Institute of Texas grant making process to ensure that funds are spent efficiently and effectively.
  • Monitor the expenditure of federal American Resource and Recovery Act funds. Review the extent to which federal stimulus funds affected each agency's ability to meet or surpass its Performance Measure Targets. Consider the effect that delays in federal approvals have had on funding for public education and weatherization programs.

1. Study and make recommendations regarding more cost-effective funding of financial aid, including ways to restructure financial aid programs to promote student success and the efficacy of the current $365 million in current exemptions and waivers offered to students at institutions of higher education. Examine the new Free Application for Federal Student Aid (FAFSA) and determine the impact on eligibility for existing Texas financial aid programs and on data availability resulting from the simplification. Include recommendations on how to expand the TEXAS Grant and B-on-Time programs.
2. Review community college service areas to ensure that student needs are being met in the most effective and efficient manner. Study and make recommendations to improve the productivity and cost-effectiveness of the community college/university model for producing baccalaureate degrees, including identifying proven best practices; analyzing success rates of similar cohorts of students by comparing those who begin at community colleges with those who begin at four-year institutions; and analyzing transfer issues including dual admissions programs and academic advising services to facilitate a seamless transfer from two-year to four-year institutions. Include an assessment of the role of technical and vocational training programs and their impact on jobs.
3. Study and make recommendations regarding improving developmental education, which costs the state over $100 million per year, with a focus on enhancing student success in these courses.
4. Study and make recommendations regarding the current accountability system and ways to measure student progress, faculty workload, and student advising; and to improve time-to-degree. Examine the quality of academic advising services to ensure that students are taking courses relevant to their degree program and are on path for graduation. Study and make recommendations to eliminate unnecessary or duplicative reporting requirements.
5. Examine cost drivers in higher education. Recommend opportunities for achieving cost efficiencies including reporting requirements, three-year degree programs, and community college baccalaureate degree programs. Study and make recommendations regarding more effective means of using technology, including digital textbooks and online degree programs, to improve access, enhance quality, and reduce the cost of higher education while preserving excellence.
6. Review the structure and operation of the Texas Higher Education Coordinating Board. Evaluate the board's data collection systems, including costs to higher education institutions, and make recommendations for improvements. Include an assessment of higher education reporting requirements and make recommendations to eliminate duplicate requirements and streamline reporting.
7. Review endowed funds at institutions of higher education to ensure compliance with all state laws and, in particular, the Uniform Prudent Management of Institutional Funds Act. Study and make recommendations for requiring all institutions of higher education to report annually to donors on the use of gifts and endowed funds. Review state laws to determine if they provide adequate oversight of these funds. Study the manner in which scholarship and other funds are given and bequeathed to institutions of higher education and make recommendations for ensuring that donors' wishes are honored while institutions are allowed appropriate flexibility with the use of the funds.
8. Review dual credit courses, including the cost of delivery, funding mechanisms, and possibility of a statewide dual credit system. This review should also include an examination of the rigor, quality and consistency of dual credit courses. (Joint charge with Senate Education Committee)
9. Monitor the implementation of legislation addressed by the Senate Committee on Higher Education, 81 st Legislature, Regular and Called Sessions, and make recommendations for any legislation needed to improve, enhance and/or complete implementation. Specifically, focus the following, as well as tuition legislation:
  • HB 51 relating to emerging research Tier 1 universities;
  • SB 175 relating to top ten percent.

5. Study and recommend strategies for reducing the costs of instructional materials in higher education institutions, including electronic textbooks, open source materials, and other web-based resources.
6. Examine the state's higher education funding mechanisms, including approaches to funding capital improvement projects at public institutions of higher education. Evaluate modifications that would improve the institutions' national peer rankings and help the state to achieve its Closing the Gaps objectives, including improved community college transfer pathways and the impact of shifting the basis of the formula funding methodologies from attempted to completed hours. Examine past and current studies linking teacher preparedness with student performance and identify any barriers to conducting such research. Make recommendations for legislative changes to improve programs.

6. Joint interim charge with the Senate Finance Committee: Study and make recommendations relating to the development of a statewide accountability system for higher education that is consistent with funding strategies for higher education.
7. Joint interim charge with the Senate Finance Committee: Study and make recommendations evaluating the cost of increasing the number of Tier 1 universities in Texas. In its work, the Committee should examine the use of computers and other technological resources as alternative teaching aids to textbooks and consider whether these alternative resources are more economical and efficient in enhancing the learning capacities of children

1. To monitor all activities and to have budget oversight responsibilities for those agencies, boards and commissions as listed in Rule 3, Section 15.
2. To study the status, role and mission of upper level centers and institutions in the system of public higher education.
3. To study the status of the core curriculum initiative established in HB 2183, 70th Legislature, Regular Session.
4. To study the fiscal impact of the TASP test on public junior colleges and community colleges.
5. To study the resident physician compensation program administered by the Texas Higher Education Coordinating Board.
6. To study the feasibility of establishment of Legislative criteria that must be met before the State authorizes the creation of additional institutions of higher education.
7. To study university housing policies and tenant-landlord responsibilities on university campuses.
8. To study reasonable minority participation in business contracts with university campuses.
9. To study the impact of and access to the Super Conducting-Super Collider project on the Texas public system of higher education.
10. To study the benefits of the means by which continuing education programs can be provided in those areas of the state that are not presently served.

1. To monitor all activities and have budget oversight responsibilities for those agencies, boards and commissions as listed in Rule 3, Section 2.
2. To investigate the feasibility of having state offices in foreign countries for use of various state agencies, including but not limited to: a. The Department of Agriculture b. The Industrial Commission c. The Tourist Development Agency
3. To review the capital outlay requirements of various facilities operated by the state in order to: a. Determine the need for state-owned floor space in Travis County. b. Set priorities in regards to the capital outlay of all state agencies and institutions.
4. To review state employees group insurance to: a. Determine the most cost effective bidding procedures available to the state. b. Examine alternatives to reducing state costs for the employees' group health insurance program.
5. To have interim oversight of all automated services in state government to: a. Determine the role of automation in state government. b. Research the possibility of coordination of automated services of small state agencies into a Central Automated System.
6. To review the travel policies and the transportation needs of state agencies to: a. Analyze the necessity of travel and the reimbursement policies of state agencies and institutions. b. Consider the feasibility of advanced telecommunication in lieu of travel. c. Explore the feasibility of having a motor pool for all Austin based state agencies. d. Examine the use of TDC in repairing and reconditioning state owned vehicles.
7. To review funding sources and general revenue to determine: a. Policies concerning estimates of local income as an offset to general funding. b. The appropriate policy in the application of indirect cost as it relates to federal and private funding in the method of financing state agencies and institutions. c. The impact of general rider provisions, with particular emphasis of Sec. 67, Art. V, as it relates to proportional funding of selected agencies. d. Review budget and agency policies (including salary, leave, and travel policies) of those agencies whose budgets are not controlled by the General Appropriations Act.
8. To study the possibility of state agencies and institutions developing sources of energy for their own consumption.
9. To conduct a comparative study to determine the most effective means of helping the welfare-unemployed enter the state work force.
10. To review in cooperation with the House Committee on Higher Education in tuitional policies of institutions of higher education as it pertains to exemptions, particularly in payment of tuition of out-of-state students.
11. To review planning and coordination of research by state agencies for the purpose of recommending those changes which will improve effectiveness and utility of the research product. Review shall include, but not be limited to: a. Research funded through state appropriations, federal grants, private grants, and interagency contracts.
12. To review the advantages and disadvantages of annual vs. biennial appropriations.

1. Study the implementation of federal budgetary changes and their impact on state agency programs, with emphasis on block grants versus categorical grants.
2. Coordinate, cooperate and assist the House Standing Committee with oversight functions for all agencies; review the method by which the new travel provisions dealing with increased per diem in high-cost areas are being implemented and review out-of-state travel expenses by those agencies which are authorized to have a higher per diem when traveling out of state; review the state policy in relation to the use of state vehicles, including aircraft, to determine what operations are the most efficient and practical.
3. Examine the state policy of funding to reimburse colleges and universities for uninsured losses to property; review the appropriate subcommittee process to determine what, if any, adjustments could be made to make the process work more efficiently; review and recommend any necessary changes in the current process and format through which agencies develop and submit operating budgets to the Executive and Legislative Budget Office.
4. Develop a suggested approach for implementation of the General Appropriations Act which allows the Legislature to set per diem of board members; Determine the feasibility of developing a way to divert fund balances that remain in special funds over and above the needs of the current biennium without the necessity for statutory change; review the method by which a capital projects budget could be developed for the General Appropriations Act.

2. Conduct an overview investigation off campus instruction offered by public junior colleges and universities.
3. Study the need for salary supplements for college and university presidents, faculty development, early retirement programs, and improved faculty salaries with emphasis on merit increases.
4. Develop a clear definition of which revenues received by institutions of higher education should be deposited to the State Treasury. A determination of what constitutes local funds vs. state funds should be made.

1. Oversight responsibility of agency expenditures and related transactions. This function shall encompass a review and monitoring of all appropriations-related actions of those agencies assigned to this committee for appropriative purposes during the 65th Regular Session of the Legislature.
2. Study of alternative means of aiding citizens of the State in obtaining a college education. This study should review possible alternatives to the Tuition Equalization Grant program, including voucher systems and offset grant programs and should include a review of the cost implications and educational significance thereof.
3. A review of the financial necessity for and ramifications of allowing ad valorem tax funds available for higher education to be used for maintenance and renovation purposes as well as for new construction.
4. A review of alternative methods for the funding of junior colleges in Texas, including recommendations for developing a long range plan for junior college financing.
5. A study of the tuition policy of state institutions of higher education with regard to the realistic costs of education as compared to actual percentage paid as tuition. This study should include recommendations as to tuition paid not only by in-state students but by out-of-state and foreign students as well.
6. A study of the desirability of terminating mandatory dormitory residency requirements for certain students of state institutions of higher education.
7. Study the need to clarify the legal status of the Texas State Technical Institute. *
